Permits are a legal paper emitted by the government allowing a company to
pollute. Carbon credits are another type of permit, except it enters in the

talks about cap and trade, meaning the total permits will be caped and entered
in the carbon market, and then they will be traded between companies. This
process will stay in the US exchange.

Will permits and carbon credits be exclusive of each other? If the US issues
permits, will US companies also be able to purchase credits or will there be two
distinct processes at work, one national and the other international? Thanks.
